How green is Public Procurement in the EU?


The main objective of the study "Collection of statistical information on Green Public Procurement in the EU" (conducted by PricewaterhouseCoopers in cooperation with Significant and Ecofys) is to develop and implement a methodology for measuring Green Public Procurement in EU. There are three sub-objectives:

  • To develop a suitable methodology for measuring quantitative levels of GPP
  • To develop a suitable methodology for measuring the CO2 and financial impact of GPP
  • To measure the current level of GPP in the seven best performing Member States by implementing the developed methodologies in these Member States.

The report of the study describes the methodology that has been developed. It gives insight into how the level of GPP is calculated, as well as to definitions used and criteria applied. It also includes a detailed description of the instruments (population definition, sample selection, methods for data collection) developed for implementing this methodology through a survey in the seven Member States. The survey ran from the beginning of June 2008 until the end of August 2008.
